Who is more evil, President Snow or President Coin? Not because there's any lack of immorality (or amorality) on both sides, but because Snow had more lives at his disposal. That being said, we can still make some distinctions. I'll start with the meaning of the word evil. The Merriam- Webster Dictionary defines evil asa. There's no question that these actions are morally reprehensible. Yet, I find myself wondering how Snow compared to previous Panem rulers. President Snow is the product of his position and times. The Hunger Games were a long tradition by the time Snow came to power. His ruthless power- preservation tactics were quite frankly, part of the cutthroat culture of Panem politics. Live by the sword, die by the sword, so they say. I doubt that Snow was exceptionally evil in the line of Panem rulers. President Snow's evilness is part and parcel of Panem's evilness. President Coin's brand of evil is a bit different. President Coin cloaked her evil actions with the pretense of good intentions, but in reality, she was merely grabbing power. As far as actions go, Coin is on- par with Snow - - she just had less lives to play with since she wasn't a ruler of a million- person nation. To me, the decisive distinction between Snow's and Coin's actions is subterfuge. Coin portrayed herself as the better alternative to Panem's totalitarianism. Yet, she was made from the exact same bloody cloth as Snow and other Panem rulers. The new nation would probably have been as bad as Panem.
